CITIZENS’ CHARTER OF THE LABOUR DEPARTMENT

1.                  The purpose of this charter is to work for better quality in public service ensuring social justice to the workers through prompt action.

2.                  We deliver the following services:

i)                    Implementation of Labour Laws

ii)                  Cancellation of Industrial Disputes

iii)                Case work under Labour Laws

3.                  Our aim is to achieve the following service delivery parameters

ASSISTANT LABOUR OFFICERS

i)

Registration of Licence under A.P. Shops & Establishments Act, 1988 Motor Transport Workers Act 1961; Beedi & Cigar Workers (Conditions of Employment) Act, 1966

DEPUTY COMMISSIONERS OF LABOUR

i)

Conciliation Officer under I.D. Act (issues of strikes and lock-outs will be taken up)

Issue of licence under Contract Labour Act

Issue of registration under Contract Labour Act for principal Employees

7 days

iv)

Disposal of registration of applications for trade Union Registration

7 days

 v)

Disposal of cases under Minimum Wages Act, Payment of Wages Act, Workmen’s Compensation Act, Shops and Establishments Act and payment of Gratuity Act

vi)

Redressal of complaints of non-enforcement under various Labour Laws

Registration and renewal under Shops and Establishments Act (as authorized officer(

DEPUTY COMMISSIONER OF LABOUR (Now Joint Commissioner of Labour)

i)

Conciliation Officer under Industrial Disputes Act (issues of Strikes and Lock outs will be taken up)

ii)

Registration of Trade Union (including the period of Verification by ACL)

iii)

Redressal of complaints on enforcement under various labour Laws

7 days

iv)

Disposal of cases under various Labour laws

6 months

v)

Registration and renewal under Shops and Establishments Act, Contract Labour Act (as authorized Officer)

7 days

vi)

Certification of Standing Orders

4.                  Information relating to any of the above matters can be had with the Deputy Commissioners of Labour, Assistant Commissioners of Labour at the District Headquarters.

5.                  Courteous and helpful service will be extended  by all the staff. If anyone has a complaint to make in the delivery of the above standards one can register his complaint with the following officers.

6.                  If the complaint is against the Asst. Labour Officer or Labour Officer to the Asst. Commissioner of Labour concerned.

7.                  If the complaint is against the Asst. Commissioner of Labour to the Deputy Commissioner of Labour of the zone.

8.                  If the complaint is against the Deputy Commissioner of Labour, to the Commissioner of Labour.
